New Energy Law Expands Solar Opportunities Across Illinois
On January 8, 2026, Governor J.B. Pritzker signed the Clean and Reliable Grid Affordability Act (CRGA) into law. CRGA is a comprehensive energy bill addressing a wide range of energy issues facing the state and includes provisions that directly affect Illinois Solar for All, such as:
- Authorizing the Illinois Power Agency (IPA) to direct up to 25% of the program budget for a “Storage for All” program.
- Allows Critical Service Providers outside Income-Eligible Communities (IECs) and Environmental Justice Communities (EJCs) to be considered eligible for the Illinois Solar for All: Non-Profit and Public Facilities sub-program if they serve Income-Eligible Communities and Environmental Justice Communities.
- Authorizes the IPA to propose an advance of capital mechanism for the Illinois Solar for All: Residential Solar (Small) sub-program.
- Introduces the Minimum Equity Standard as an alternative to Illinois Solar for All’s current job-training requirements for projects.
