Illinois Solar for All (ILSFA) was created to help make solar installations more affordable for income-eligible households and qualified organizations. The program is made possible by state legislation called the Future Energy Jobs Act. Stemming from this legislation, the Long-Term Renewable Resources Procurement Plan (LTRRPP) was developed to govern the program. Now in its second iteration, the Revised Plan requires various program updates and reporting to demonstrate ILSFA program effectiveness and progress. Those reports are available below.

The Future Energy Jobs Act requires that a third-party organization conducts an independent evaluation of the ILSFA program on a set schedule to assess the Program Administrator’s implementation and the program results. Program evaluation is based on objective criteria developed through a public stakeholder process. This stakeholder process included feedback and participation from ILSFA stakeholders, including program participants, Approved Vendors, and organizations in environmental justice and historically underserved communities. The Evaluation reports are based on reviews of program materials and key metrics such as solar installations, costs, and jobs created. Interviews with Approved Vendors, Grassroots Educators, stakeholders and others were conducted and their findings are also included in the evaluation reports.

The LTRRPP also requires the Program Administrator to compile Annual Reports. These reports include metrics pertaining to each component of the ILSFA program and allow program stakeholders to track the program’s progress over time. The summary version of the first Annual Report can be found below.
