In the 2024 Long-Term Renewable Resources Procurement Plan (2024 Long-Term Plan), the Illinois Power Agency (IPA) proposed creating a Solar Restitution Program for participants harmed by their participation in Illinois Shines or Illinois Solar for All (ILSFA).
The IPA issued a stakeholder feedback request on September 16, 2024, and has reviewed the provided feedback, considered the issues, and made final determinations regarding the details of the Solar Restitution Program. Phase I of the Solar Restitution Program will be limited to participants who were promised a direct pass-through of the incentive payment, a model seen in Illinois Shines but not in ILSFA. Later phases will expand eligibility to include ILSFA participants.
