Illinois Solar for All (ILSFA) has updated the Environmental Justice Community (EJC) Self-Designation Process for the 2025-2026 program year.
The new scoring criteria include an additional 10 points for legacy Environmental Justice Communities. Legacy Environmental Justice Communities are defined as census tracts designated in previous program years but no longer qualify under the current designation process.
Environmental Justice Communities are currently selected from the 25% most affected communities based on a broad criterion. Therefore, a community losing its EJC designation in that map update may not be the result of the mitigation of previous EJC criteria, but a reflection of changed census tract boundaries or increased indicators in other newly designated communities. Applicants will not be able to earn both legacy points and proximity points, which are provided to communities adjacent to designated EJCs.
