On October 16, the Illinois Commerce Commission (ICC) approved $20 million in funding to support growing interest in solar energy among income-eligible residents. The additional funding will be divided between Illinois Solar for All’s sub-programs: $7 million for Residential Solar (Small), $8 million for Community Solar, and $5 million for Non-Profit and Public Facilities.
The Illinois Solar for All (ILSFA) program will reopen the Residential Solar (Small) sub-program for rolling submissions on November 3, 2025, for Approved Vendors to submit new projects in one to four-unit buildings. Additional funds will not be added to the Home Repairs and Upgrades initiative, but carveouts will be allocated for Environmental Justice Communities and Energy Sovereignty projects. Since there is an existing waitlist for the Residential Solar (Small) sub-program, ILSFA will apply the funds to the waitlist, followed by new projects submitted on a first-come, first-served basis in the order in which Part I Applications are submitted. Approved Vendors are encouraged to prepare and submit projects for pre-application before the window opens.
The Illinois Solar for All program will apply the additional funds to the rolling submission window for the Non-Profit and Public Facilities sub-program, and the additional funds for Community Solar will be added to the available sub-program budget for projects submitted in the initial submission window. If total funding is not exhausted, the Community Solar rolling submissions window will open as scheduled.
