Illinois Solar for All (ILSFA) has completed the Project Selection Protocol and published the selected projects for the Illinois Solar for All: Community Solar sub-program. These projects are subject to review and approval by the Illinois Commerce Commission.
Next Steps
Eight Community Solar projects were submitted in the initial submission window. Two projects were then dropped by their Approved Vendors, leaving a total of six projects. All six of the remaining Community Solar projects were selected during the Project Selection Protocol livestream.
As the last selected project has an incentive value greater than the remaining annual budget available, the Approved Vendor for this project has several options for moving forward, as outlined in the Project Selection Protocol and Section 9 of the Approved Vendor Manual. Once the Approved Vendor has decided its course of action and the Community Solar sub-program budget has been fully allocated, a final list of selected projects for the 2025-2026 program year will be made available to stakeholders.
Rolling Application Submissions
Illinois Solar for All: Residential Solar
The rolling submission window for the Residential Solar (Large) sub-program remains open, as the total incentive values of submissions have not exceeded the available budget for the current program year. Approved Vendors are welcome to submit batches of projects for the Residential Solar (Large) sub-program on a first-come, first-served basis until May 29, 2026, or until the annual sub-program budget is exhausted, whichever comes first. As of December 16, 2025, funds in the Residential Solar (Large) Energy Sovereignty carveout are available for all eligible Residential Solar (Large) projects.
On March 1, 2026, nine months will have passed since the beginning of the program year. Any remaining Energy Sovereignty and non-reserved funds from the Residential Solar (Large) sub-program will be combined with the Residential Solar (Small) sub-program. A rolling submission window will open on March 2, 2026, at 9 a.m. CT, allowing submissions for the Residential Solar (Small) sub-program. Funds can be used for any projects in the combined Residential Solar (Small and Large) sub-programs for the remainder of the program year, which ends May 29, 2026, or until funds are exhausted, whichever comes first. Any remaining Environmental Justice Community carveout funds in the Residential Solar (Large) sub-program will remain available only for eligible Residential Solar (Large) projects sited in Environmental Justice Communities for the duration of the 2025-2026 program year.
Illinois Solar for All: Community Solar
On January 12, 2026, the Community Solar sub-program reopened for application submissions on a rolling basis, as the total incentive values of submissions in the initial submission window did not exceed the available budget for the current program year. Based on Project Selection results, the Community Solar Environmental Justice Community carveout, Energy Sovereignty carveout, and non-reserved funds remain available. The rolling submission window remains open for projects, and applicable carveouts will be maintained in accordance with the Project Selection Protocol. Approved Vendors are welcome to submit batches of projects on a first-come, first-served basis until May 29, 2026, or until the remaining Community Solar Energy Sovereignty and Environmental Justice Community carveouts or non-reserved funds are exhausted, whichever comes first.
On April 6, 2026, six months will have passed since the initial submission window opened, and funds reserved for the Energy Sovereignty carveout will be made available for any eligible Community Solar project for the duration of the program year. Any remaining Environmental Justice Community carveout funds in the Community Solar sub-program will remain available only for eligible Community Solar projects sited in Environmental Justice Communities for the duration of the 2025-2026 program year.
Illinois Solar for All: Non-Profit and Public Facilities
The rolling submission window for the Non-Profit and Public Facilities sub-program also remains open since the total incentive value of submissions has not exceeded the available budget for the current program year.
Furthermore, on January 14, 2026, six months had passed since the initial submission window opened, and any remaining Energy Sovereignty funds from the Non-Profit and Public Facilities sub-program became available for any eligible projects in the sub-program for the remainder of the program year. Approved Vendors are welcome to submit batches of projects for the Non-Profit and Public Facilities sub-program on a first-come, first-served basis until May 29, 2026, or until the annual sub-program budget is exhausted, whichever comes first.
