Share Your Voice: Feedback Requested on the Updated Consumer Protection Handbook and Contract Requirements - Illinois Solar for All

The Illinois Power Agency (IPA) is requesting stakeholder feedback on updates to the Consumer Protection Handbook, the Illinois Solar for All Residential Solar and Non-Profit and Public Facilities Contract Requirements, and the Illinois Solar for All Community Solar Contract Requirements for the 2026-2027 program year.

Proposed Updates to the Consumer Protection Handbook Include the Following:

  • Updates to Solar Restitution Program caps, in accordance with the 2026 Long-Term Renewable Resources Procurement Plan.
  • Added the definition of customer to clarify the scope and applicability of various initiatives and processes.
  • Modified requirements related to marketing of the Federal Investment Tax Credit, based on changes to federal policy.
  • Requirement to provide periodic updates to community solar customers when their assigned project has not yet been energized.
  • Updates related to how Disclosure Forms are signed, including explicitly prohibiting sales agents from helping customers access email accounts and requiring sales agents to explain to customers how e-signed documents can be accessed.
  • Prohibition on retaliation against customers for filing complaints with the Program Administrator.

Proposed Updates to the Contract Requirements

The Contract Requirements have been significantly reorganized and reformatted to improve clarity and flow, with the aim of providing greater clarity around the requirements. Therefore, in lieu of redline versions, annotated versions that identify the most significant changes to both the Residential Solar and Non-Profit and Public Facilities Contract Requirements and the Community Solar Contract Requirements will be provided.

Stakeholder Feedback Process

Stakeholder feedback on all proposed updates is due by March 20, 2026, and should be submitted to IPA.Contactus@illinois.gov.

Stakeholder feedback will be published on the IPA’s website. However, should a commenter seek to designate any portion of its response as confidential, that commenter should provide both public and redacted versions, and the IPA will only post the redacted version. Independent of that designation, if the IPA determines that a response contains confidential information that should not be disclosed, it reserves the right to provide its own redactions.

The IPA will review stakeholder feedback and publish the final versions of the Consumer Protection Handbook and Contract Requirements by April 17, 2026, 45 days before the 2026-2027 program year begins. As outlined in the final documents, compliance is required by June 1, 2026.

The 2025-2026 Consumer Protection Handbook, the Residential Solar and Non-Profit and Public Facilities Contract Requirements, and the Community Solar Contract Requirements will remain in effect until the new program year commences on June 1, 2026.
