The Illinois Power Agency (the Agency) is issuing a Request for Stakeholder Comments on the 2026 Draft Renewable Energy Credit (REC) Contracts for the Illinois Shines and Illinois Solar for All programs. The Draft REC Contracts include updates to align with the Final Order on the IPA’s 2026 Long-Term Renewable Resources Procurement Plan, issued on February 17, 2026 by the Illinois Commerce Commission, as well as with Public Act 104-0458 (“Clean and Reliable Grid Affordability Act”). The Agency plans to finalize and publish these contracts for use in the Illinois Shines and ILSFA programs for the 2026-2027 Program Year, beginning on June 1, 2026.

Comments on the 2026 REC Contracts should be submitted via email to IPA.Solar@illinois.gov by May 1 at 5 p.m. CT. Please include the subject line “[Stakeholder Name] – 2026 REC Contract Feedback.” Responses will be posted to the IPA website.
