Illinois Solar for All (ILSFA) has recently been made aware that Solar Data Systems Incorporated (SDSI) has ceased operations. SDSI manufactured meters, including some that were ANSI C.12 standard-compliant, and provided metering support services such as automated meter reading and reporting.
As noted in Chapter 12 of the Approved Vendor Manual, Approved Vendors are responsible for entering system production into the tracking registry where the system is registered. As noted in Section 10.16, systems over 10 kW and less than 25 kW in size must utilize a production meter that meets ANSI C.12 standards. SDSI provided ANSI C.12 meters and electronic data reporting services utilized on some ILSFA projects. Although it is the Illinois Power Agency (IPA)’s understanding that SDSI meters will continue to function, auto-reporting of production data is no longer supported as of April 30, 2026.
ILSFA acknowledges that the lack of auto-reporting on these systems may make it challenging to meet the upcoming production delivery deadline for the 2025-2026 Program Year and is offering a limited one-time exception for projects affected by this shutdown. For this limited one-time exception, affected projects capable of remotely communicating meter readings from a non-ANSI C. 12-certified meter (e.g., through the inverter) may report production for the 2025-2026 Program Year only. If it is not possible to obtain a remote meter reading, Approved Vendors remain obligated to report the required data and should work with the impacted participants to report meter readings from the SDSI meter via photograph.
ILSFA reminds Approved Vendors that all REC transfers must be completed by 11:59 p.m. CPT on May 31, 2026. RECs will be counted toward the 2025-2026 Annual Report based on the date their transfer is complete, NOT the day it is initiated or when they are generated. Ensuring REC transfers are complete will help minimize potential drawdowns on posted collateral.
Although the availability of auto-reporting is not required by ILSFA, moving forward, Approved Vendors with affected projects must be prepared to report production, and either (a) work with the participant to install a meter that meets the ANSI C.12 standard and reports remotely or (b) have the participant report readings from the SDSI meter via photograph to remain in program compliance.
