Illinois Solar for All (ILSFA) has published the sub-program budget amounts for the 2026-2027 Program Year.

In the 2025-2026 Program Year, ILSFA experienced increased interest across all sub-programs, especially in Residential Solar (Small). Prior to the last program year, the ILSFA program was undersubscribed, allowing for significant rollover funding, particularly in the Residential Solar sub-programs. Due to the program’s success, ILSFA enters the new program year with minimal rollover funding.

Section 8.4.2 of the 2026 Long-Term Renewable Resources Procurement Plan describes the two funding sources of ILSFA and notes that funding in the Renewable Energy Resources Fund (RERF), which previously provided a $16 million annual allocation, was approaching exhaustion and that the Illinois Power Agency (IPA) would determine what funds would be available to support incentives in the 2026-2027 Program Year.

Given the unprecedented demand seen in the 2025-2026 Program Year, the IPA has determined that the remaining RERF funding will be used for program administration expenses in the 2026-2027 Program Year. The 2026-2027 Program Year budget for Renewable Energy Credit (REC) incentives within each sub-program will be entirely funded by the $50,000,000 Utility RPS annual allocation and $795,045.25 in Utility funds rolled over from the 2025-2026 Program Year and Part II adjustments. The ILSFA program is using all available resources to maximize funding for new solar projects and continue the success seen in the last program year.

As described in the Illinois Power Agency’s 2026 Long-Term Renewable Resources Procurement Plan, the Agency will hold the initial budget allocations for the Illinois Solar for All: Residential Solar (Small and Large) sub-programs until January 1, after which time the two sub-program allocations would combine to be used on a first-come, first-served basis by projects of either sub-program.
