The 2026-2027 Program Year Geographical Diversity Rank and Scores Are Available

Illinois Solar for All has announced the Geographical Diversity Rank and Scores (point values) for the Cook County, North West, North East, West Central, East Central, and Southern regions. To promote a proportional distribution of solar projects, a Geographical Diversity Rank, providing location points (the Score), was added to the Project Selection Protocol for the 2026-2027 Program Year to award prioritization points to projects in underserved regional areas when Project Selection is required. This replaced the Regional Environmental Justice Score. Project Selection is required when the total incentive value of eligible applications exceeds the available funding allocations or carve-outs in any of the three sub-programs. At this time, the Geographical Diversity Rank and Score will not be used for Illinois Solar for All: Residential Solar Project Selection.

Explanation of Regional Geographical Diversity Rank and Score

Each of the six regions receives a rank based on the total dollar amount of REC incentives awarded in prior years for past projects. The corresponding location points (in some cases, no points) are assigned to each region. The rank and points are calculated for each sub-program separately. The regions will be ranked in ascending order, with 1 being the lowest REC incentives awarded and 6 the highest.

Points are assigned based on this rank order, decreasing in point value as the rank increases. During Project Selection, projects will be awarded points based on their location.

*These points are calculated using 2019-2020 through 2025-2026 Program Year projects and will be used for 2026-2027 Program Year project selection.
