The Illinois Solar for All Program Administrator has posted the recording and presentation of the Approved Vendor Manual Updates Review webinar.
There were two issues that were discussed during the webinar that require further clarification.
Interconnection: The requirement is that a signed interconnection agreement must be submitted before the close of the submission window. This requirement is meant to demonstrate project maturity; exceptions will be made for projects that were forced from the utility interconnection queue due to the utility’s queue management process. These projects need only demonstrate that they exited the interconnection queue involuntarily and have subsequently reapplied for interconnection.
As a result of the clarification on interconnection, updates to Vendor Manual 3.0 have been made, and the most current version of the Approved Vendor Manual for the 2020-2021 program year is now Vendor Manual 3.1.
Participation Year: A correction may be needed in Section 15 of the Vendor Manual as to how the participation year is defined. The Approved Vendor Manual is correct in describing the participation year as follows: “This timeline for these increasing annual percentage requirements will start with the beginning of construction of the Approved Vendor’s first project contracted under the Program.”
This issue surrounding the “Participation Year” is related to the Project Affidavit, which incorrectly described the participation year. An updated version of that document has been provided.
