The Illinois Solar for All (ILSFA) 2024-2025 Program Year Annual Evaluation Report is now available. The Illinois Power Agency (IPA), in collaboration with independent evaluator E Source (formerly known as ILLUME Advising), presents a report that measures the ILSFA program’s impact and future opportunities for improvement. E Source is a national research firm and the selected ILSFA Evaluator.

In addition to presenting program metrics, the E Source evaluation provides a detailed assessment of energy, environmental, and social impacts of projects approved in and energized by the end of the 2024-2025 Program Year (June 1, 2024, to May 31, 2025). E Source also analyzed job and economic impacts to measure financial benefits to program participants.

What you’ll find in the 2024-2025 Evaluation

Here are just a few highlights from the detailed report. Based on modeled estimates, the evaluation team estimates that the program:

  • Added 29.5 MWH of solar energy to the electric grid per-year.
  • Delivered $116 million in lifetime net bill savings for participating households and organizations.
  • Avoided 58.2 million pounds of CO2 emissions, 29.7 thousand pounds of NOx emissions, and 33.6 thousand pounds of SO2 emissions – the equivalent of taking 3,871 cars off the road.
  • Boosted Illinois’ economy by adding $63 million in GDP and the equivalent of 310 new full-time jobs.
