On June 1, 2026, the Illinois Power Agency (IPA) published its final 2026 Long-Term Renewable Resources Procurement Plan, which was approved by the Illinois Commerce Commission (ICC) in Docket 25-0945 on February 17, 2026, and modified to conform with the Clean and Reliable Affordability Act (CRGA). It can be found on the Long-Term Renewable Resources Procurement Plan page of the IPA website, along with appendices and a redline comparison of this final Plan with the one filed on April 20, 2026.
The final 2026 Long-Term Plan outlines goals, strategies, and requirements for the IPA’s renewable energy programs and procurements, including program capacity and 2026-2027 Renewable Energy Credit pricing for the Illinois Shines and Illinois Solar for All programs. The Plan also covers renewable energy procurement and programmatic activities over the 2026-2027 and 2027-2028 Program Years.
Additionally, the IPA has finalized the 2026 Renewable Energy Credit (REC) Delivery Contracts for Illinois Solar for All, following stakeholder feedback. The REC Contracts include updates to align with the Final Order on the IPA’s 2026 Long-Term Renewable Resources Procurement Plan, issued on February 17, 2026, by the Illinois Commerce Commission, as well as with Public Act 104-0458 (“Clean and Reliable Grid Affordability Act”). The REC Contracts are in effect for the 2026-2027 Program Year, which began on June 1, 2026.
